initial approach speeds

Can anyone give a link to official document that lists instrument approach procedure speeds for different aircraft categories applicable to U.K. please?
An F/O was recently told by a an ex-TRE that CAT B initial approach speed should be 135kts from the beacon.
I think the TRE is confusing circling approach speed, and that correct answer is 170kts.

No link to PANS-OPS, I'm afraid, but Table III-1-1 gives Initial Approach range of speeds as 120/180 kts. I haven't checked the AIP for UK differences.
