Question Stamdby yaw damper vs WTRIS

Could someone please explain when we have WTRIS and when we have stby yaw damper function on the 737-700?

WTRIS gives turn co-ordination in standby hyds - there are no spoilers in this condition. < M 0.4
Standby yaw damper - decrease airplane yaw motion caused by dutch roll or turbulence.
