Given a met vis. from an atis unit, how can you calculate an RVR?

Factors are:
HI App & Lndg lights available: Day 1.5/N 2.0
Any other lighting: Day 1/N 1.5
No Lighting: Day 1/N -

Down to CAT 1 ILS minima only.

Those above are JAA factors and can also be found on JAR OPS 1 Subpart E, or 600 pages (extractions from Subpart E as AOM) of Jeppesen ATC pages.

Agree with the replies but do you need Hi intensity Approach and High intensity landing lights, Or just:

High intensity Approach and standard landing lights?

"HI App & Lndg lights available" is what it says you need. If you have HI Lndg lights, then that is an extra. What it says on the box is all that matters!
