Question Embraer 145 fuel gauges

I recently read an incident report in which the pilot of an Embraer 145 describes how, during a diversion, the EICAS gave repeated Fuel Low Level warnings, from both tanks. He attributed this not to low fuel levels (the first warning occurred as the level dropped through 390 kg in that tank), but to turbulence.
The Embraer is now part of my past, but my understanding is that the fuel sensing system is volumetric, rather than being float-based. Would a volumetric system be sensitive to turbulence in this way?
