Post A340 radar tilt

Is the figure for TILT which appears in the Nav Display relative to the longitudinal axis of the aircraft ? Or is it compensated for to be relative to the horizon ?. .Also : do you have a FCOM reference ?

All radar systems with stabilization (all airliners) reference tilt to the horizon.
