Post Fatigue Index

Can somebody please explain how fatigue index is calculated and expressed with respect the aircraft airframes (seems to be jet mainly). Seen it stated a few times along Engine/Airframe time.

From what I work out I think it may be being expressed as a % with 100 being airframe expired. I am probably wrong though!
