Why 3.8 ?

How did 'they' come up with 3.8 g's as a limit for 'normal' aircraft ?

Why not 4.0 ? .. 2.0 ???

Has to do with vertical velocity on touchdown. Any more than 3.8g and your pax would all be wearing fur collars.
