V1 or VMGC

V1 or VMGC

Can someone advise me on the following?

RE: B737-300

V1 should be at least VMCG x 1.05

Or

V1 may equal but not less then VMCG.

I have two publications that contradict each other.

V1=1.05 Vmca & =>Vmcg
