FAA classify the NG737 as CAT D for circling. The JAA classify it as CAT C. It is just under the speed for CAT C by 2 knots. It is up to your operator to decide which CAT is the restricting one or allow the crew to choose for themselves according to their actual speed.

The way I see it is that the 737 is category C for every type of approaches apart from the circling which is category D, this is out of the Boeing manual however depending on which SOP your company use it may vary as mentioned above BA use category C for all type of approaches my company uses the Boeing way.

In my company (JAROPS), we also categorize the B737 as Cat C. This is because of the speed associated with the circling maneuover (180 KIAS). If, however, for some reason the speed is not included next to the circling minima for Cat C, we need to use Cat D circling minima. Flipped through our route manual and couldn't find a single airport where the speed wasn't included.
