The runway alignment is correct, you have just placed the identifiers at the wrong ends.

Swap 09 with 28 and swap 10 with 27, then (I think) all will be correct.

A plan of the upcoming airport at Delhi would be the icing on the cake
I haven't been able to find any plans or pictures of the new runway - I understand it has the mother of all displaced thresholds. Has anyone seen any plans/pictures?
