I believe you're referring to the point in descent at which jet aircraft revert to using indicated airspeed as opposed to Mach number. So ATC might say to a descending aircraft using a Mach speed; "Speedbird 123, make your speed 260 knots on conversion"

And when the aircraft descends through the point at which it starts using indicated airspeeds again, 260 knots is the ATC-imposed speed limit.

On airbi when asked to pedal hard seems to be somewhere aroun FL290.

Doubtless a question on the techies forum would give a more complete answer.
