Wouldn't be at all surprised..at a quick glance it looks like an overlay of the day's stage.

We get similar over France during the TdF three weeks.. Motor bikes and helos down in the weeds provide the close up images, unseen above them there's usually at least one FW asset, flying a creeping holding pattern/series of orbits, acting as a relay.

Get them over London too during the marathon and similar events - usually a King Air at about 15000 if I recall correctly.
