Sonic Boom heard over East of England . Trouble at STN?

Sonic boom shakes homes in Cambridge, Essex and London 'It was like an explosion'

A SONIC boom has been felt over Cambridge, Essex and London with one resident reporting feeling her house rock from the impact.

Out of curiosity who would be responsible for the QRA costs in this case ? Would the Bizjet's owner's insurance be liable because they caused the chain of events due to having faulty comms, or would this just be a good practice exercise and all normal ? I hope that there weren't any passengers in the GLEX, or they'll no doubt be on the owners case for compensation etc.
