Flight Dispatchers

Flight Dispatchers
Are flight dispatchers at every airport or only the hubs? I understand the dispatchers can push the route to the ACARS and such, but what if you park and then another set of pilots come on. Where do they get their flight packets from?
Example:
Atlanta - Tampa - Atlanta - Jacksonville (Might not be real legs)
Another crew comes in and takes the aircraft from Jacksonville back to Atlanta that night...Even though the majority of dispatchers are up at Atlanta for Delta, do they keep dispatchers at all these airports as well to give the crew their papers?
Hopefully, I made sense of this lol. Just trying to figure out something.

We don’t have “dispatchers” in the American sense, but we do have flight planners and the plans are automatically sent to the aircraft via ACARS, or, if the crew is starting, they can print one from a crew room computer. No requirement for the flight planner to be physically present — the internet is a wonderful thing.
