OEI turning at MFRA

Speaking of a Boeing 737NG,

Athens, ETP RWY 03L: AT D8.5 SAT turn RIGHT to intercept and proceed on R-340 inbound to KEA. At D15.0 KEA join hold (160 inbound, LEFT turns), climb in hold to MSA. When at or above MFRA, accelerate and retract flaps.

MFRA is 1000ft + airport elevation so 1308ft

You reach D8.5 and also 1308ft do you;

1. Delay bug up and complete the turn first
2. Bug up and also commence the turn (bank angle 15*) and retract the flaps above the white bug

If the answer is 1. Would this not effect the 5 minute takeoff thrust limit?

I’m not a pilot just practicing V1 cuts and would like to hear professional opinions thanks.
