Delays

I have been reading a CODA report analysing 2013 delays.

If an airline flight is operating an AM departure from a UK Airport which is delayed due to an Air Traffic Control strike en-route (for example, flying to Spain and impacted by French Air Traffic control restrictions) I assume the delay goes down to ATC delay code ?

If the flight then picks up a further slot delay on departure from Spain, how is this reported ? (the delay due to late inbound due to reactionary, with the additional delay reported as ATC delay ?)

The aircraft then arrives back in the UK and sets off delayed to a non slot restricted airport, presuambly all of the delay is reported as reactionary ?

I would be interested to know from amybody in the know who is involved in the reporting of delayed flights.
