Military v GA

There were a couple of noisy fighter jets buzzing around Oxfordshire near Benson yesterday evening. From a distance I would estimate at 1,000 - 2,000 feet and crossing the 'usual' path that GA aircraft take around or through the Benson MATZ.

Would they be under ATC control? Or everyone both military and civil, keeping a careful lookout for eachother?

I cannot imagine any military pilot would be flying over the UK without being under appropriate ATC control.
