Phone Tenders!

Dublin Fire Brigade despatched four fire engines, one emergency tender, one phone tender and two district officers, according to a spokesman
I'm not sure throwing phones at a plane will help with any potential fire!

but it may not be, it could be a way of deferring costs involved in calling out the fire truck, a van containing lots of premium rate lines so the pax can de-plane and immediately call their lawyers to start suing the airline for delaying and stressing them by making an emergency landing, rather than letting them crash and burn?
