Jet2 delay at Dusseldorf last night - any ideas as to what may have happened?

Flew to LBA from DUS last night with Jet2, the flight was delayed by almost 45 minutes. The airport staff said it was due to a technical difficulty, but the pilot announced it was a paperwork error.

As we were boarding the aircraft, at the bottom of the air bridge a German gentleman in his 50s in a plaid shirt was in the company of two German police officers, he was showing them and a Jet2 agent a piece of paper with an address on. Later he entered the aircraft, spent 10 minutes in the cockpit, and then left the aircraft, he wasn't in any kind of uniform.

Seconds after he had left the aircraft, the door was closed. Does anyone have any idea what that all might have been about?

Some wild guesses:
- ramp check by plain-clothes German CAA staff (checking flight paperwork, a/c documents, loadsheet etc)
- Some sort of lease / aircraft ownership problem - there are people who professionally "steal" (back) aircraft which are behind on lease payments (unlikely with Jet2 I guess?)
- Coppers looking for someone on the plane
- Coppers or some other gov't agency giving the crew details of some dangerous / sensitive person / cargo on board

Perhaps the plaid shirted gentleman was the Jet2 station manager for DUS and something required his attention? I know a few station managers and some don't dress smart at all, one I used to know came in wearing Jeans quite often.
