We climb at speeds based on weight. The operator for whom I fly cruises at .84 mach all the time, unless a specific speed is requested by ATC. In descent, we carry .84 mach until reaching 300 knots indicated, then 300 until 10,000', then 250 knots below that (generally) unless local requirements or air traffic control dictates otherwise.
