ICAO and mobile phones
I am studying aviation security (as part of a counter terrorism degree) and have had a question posed which is: Is there any specific reference to the usage of mobile phones on aircraft within the ICAO annexes. I have found an ICAO document (not part of an annex) from 2007, which seems to leave such matters to contracting states. I've also been trawling through the annexes, but thought I might ask the audience. I've found an Australian document where the government's comms authority approves the use and leaves it up to the airlines to sort out, which seems to support the ICAO document. I'll keep on looking, but if anyone has the definitive answer, it would be much appreciated.

There use is generally banned by telecoms statutes because of the effect of the ground based cellular network.
