I've only driven past a few times, but I would say probably not as the runway ends where the water begins, and this might affect a LLZ signal. Didn't see any sign of an offset LLZ either.

There is a great chunk of rock (Sugar Loaf) on the approach to 02. On take off from 20 you have to make a sharp left turn at a couple of hundred feet to avoid the rock. I am pretty sure that 20 has an ILS but that pushes traffic much closer to GIG. The normal approach is from east overhead the field then descend in a VFR type circuit not passing north of the 20+ km bridge to Niteroi. That way you are well south of GIG traffic.
I think it is likely that 02 could never have a viable ILS because of the rock and its associated cable car.
Most countries have an obligation to publish details in standard AIP format. My internet connection is too slow on this ship to check if the Brazilian data is there but if you have the patience it should be there and in English.
