Is there a lay-person's guide to what this lot means, and if so could one of you kind folks could point me at it? I don't even know what to search for!The observation is:

Try this freeware:
MetarWeather - decode METAR world weather reports
It resolved the above METAR instantly. A cool piece of utility software, 136K as a zip.
I copy/pasted the METAR text into: File>Type METAR lines.
Runs off the .exe and does not "install".
