Runway change question
Hey folks,
Over the past couple of nights at Manchester, a few inbound crews have requested a change of runway from the current active to a more suitable approach on the alternate (due to vis/poor weather).
My question is - given that the other runway needed to be 'fired up' in these cases is it chargeable or just a common sense call? It's no biggie, just pure curiosity.

Since about the 25th of August the ILS/DME on Rwy 23R has been removed in stages..........DME first, then the glidepath and finally the localiser. This has neccesitated crews landing on Rwy 23R to fly the VOR/DME approach which, being a NPA, has a higher minima (690ft) than the ILS. If the weather has been cloudy/poor viz and below this minima then crews can request use of the ILS on 05L/R with a tailwind subject to company/type limits.
Once 23R is flight checked and deemed fully operational they start work in November on Rwy 05L
