Flashing Landing Lights?

Flashing Landing Lights?
At around 21h00 tonight I saw (I assume) a commercial a/c at +/- hdg 270, +/- 5000ft, faster than normal for a/c around here at that level, completely dark except for wingtip lights and flashing landing lights.
Someone care to explain why this would be the case (the flashing lights)? Also, it seemed a odd hdg as there is a lot of traffic over this area and I have not really seen this hdg used before.
I expect a simple/obvious explanation...

Were the landing lights on the wing root or main gear legs, and alternating at about 1 second each side? Seems to be American bizjets (Gulfstream type), can't remember if any of the Falcons do it. I believe it may be to increase the aircrafts' conspicuity.

Excuse me if I don't have the correct terminology (I'm still new), but it looked like one light, centre, to the front (bottom) of fuselage, flasing steady at about 1.5 times per second.

Most (possibly all) American Aircraft have that.
All aircraft we have coming into work that are either American or American owned, have this landing light configuration.
