Train spotters.
There was a long series of letters and comment in RAIL magazine last year about Photographers being hassled by British Transport Police, and other officials, on UK railway platforms whilst carrying out perfectly legal activities.
In some places it was OK to take pictures with a small camera or mobile phone, but if you use an SLR or similar, that's a problem.
I suppose any self respecting terrorist wouldn't be seen dead using a small camera!
It's not just aviation enthusiasts!

The small viewing 'Grandstand' just up from the old Visitors Centre in the car park off the Bath Road would be your best bet for doing this.

I'm getting paid for it...
The company I work for has some technical facilities on the Bath Road (A4) with offices on the third floor facing the perimeter fence with an excellent view of 09L/27R and movements on the northern taxiways. So for me, personally, I think the best place for spotting at Heathrow is while working at a window desk in that office.
Our choice of facility location may or may not have been affected by the fact that the person in charge of those facilities is also a dedicated aviation enthusiast.
(No, I'm afraid the offices are not open to you all!)

I think I've got four or five, mainly at London City which is quieter and the Police get very bored.
