Master relay contact resistance

Dear all,
I have read the report on the small twin that was nearlly lost near Cork and was saved by sms see http://www.aaiu.ie/upload/general/10887-0.pdf

I can't understand how they got the engines started if it did have a contact resistance of 0.3 ohm and for that matter how it hadn't caught fire!

Could anyone else comment?
