Aviation Emergency Amendment EA 1546-01-07X

Dear fellow Ppruners,

European airlines reportedly have been confronted with thorough TSA (Transportation Security Administration) inspections in the US recently. Their inspectors complain about easily accessible places in the cabin, especially in the lavatories, which would be not in line with their procedures:
Thorough physical search must include: overhead bins; closets; lavatories, to include access panels and compartments within the lavatories, and other areas adjacent to, or accessible from those access panels and compartments where prohibited items or contraband may be concealed; galleys; trash receptacles; storage bins; seat backs; seat pockets; under seats, life vests and seat cushions, and other accessible compartments in the passenger cabin and flight deck which do not require special tools to open.

Now, my thoughts are:
  • This amendment dates from July 05. Why have the inspections have only started now, or only now started producing "findings"?
  • The aircraft with "findings" are in line with AMM / IPC etc. So, if you change the design per TSA as an operator, the FAA inspector will hunt you down.
Secondly, can anyone confirm that non-US airlines are affected by the applicability information?
APPLICABILITY: THIS EA APPLIES TO AIR CARRIERS REGULATED UNDER TITLE 49, CODE OF FEDERAL REGULATIONS (CFR), PART 1546, THAT OPERATE FLIGHTS DEPARTING FROM THE UNITED STATES.
Anyone has experience the same inspections? Have you changed anything in the way that you install / treat your lavatories in the last few years?

Strange issue...
