Black fronted C135 in Perth Australia

I transitted through Perth, Western Oz, a week ago, and there was a USAF C-135 whatever parked out from the International apron, with a KC-135 over the way. The beast had a dorsal fin radar, and was painted black from nose to leading edge, inc. engine nacelles and wing, but with a little missile shaped white patch on port side,(Did'nt see starboard) What is it? and why was it in such a peaceful part of the world? Any clues? Cheers,cc/xx

It's a Boeing NKC135E; http://www.airliners.net/open.file?id=1172265&size=L
It's only painted black on one side and is used for airborne laser target acquisition tests.
