Airport Fire & Rescue

All major UK airports have a dedicated frequency (121.6) upon which aircrew can speak to the Fire Service during an emergency. Aerad supplements contain no reference to similar arrangements in Europe or else where. Why does this facility appear to be unique to the UK? What arrangements exist across the world for planes to communicate when the fire services are in attendance and why aren't the frequencies published?
