I can't find any flightplans for SIA039 today, closest I can find for Luton is CEG439 which was a Beech 200 King Air from Palma & later departed to EGHR (Goodwood?)

SQ 039

Well it sounded like Singapore !

It went via Essex Radar, onto LTN approach, then LTN tower in quick succesion.

So not much chance to study a fast speaking pilot !

I think that Groundloops point was that "Cega Four" can be confused with "Singapore" in a busy RT environment.
