new spectators area for Luton
A new spectators area is being planned for Luton Airport. The plan is to
knock down the old flying club and build a new two story building at the
back of their car park with a balcony overlooking taxiway delta. There would
also be a spectators bar and restaurant as well as a members bar and
conference suit. Plans for the new flying club which would be open to
spotters and members of the public have been submitted to the airport. The
cost would be £500,000.

It wouldn't take a lot of knocking. It looks like what they call a 'temporary structure'.
I haveno problem with the concept of a speactators' area, there's one at Birmingham which makes a nice place to take a break if you're early for your flight. I'm not sure about one that is a long way from the terminal with very little parking.
I'm also not sure about having dozens of pairs of binoculars trained on me as I go through a check out and start up drill in a piper.
Spotters: Oooh look, he's forgotten the fuel tester and now he's got to climb back in to get it.
Me: Doh!
Spotters: Now he's checking the oil and hasn't brought anything to wipe the dipstick with
Me: Aaaargh!
Spotters: He's wiping his hands on his jeans. Eeeew.
Could we have a privacy fence please.

The photo was taken by the crash gate on the south side of the airport. See http://www.btinternet.com/~dougbex/Spotters.htm and scroll down to the map of outside the airport. The position is marked as "A". Click on the letter “A” in the index for a detailed report of the location and how to get there.
