New runway at Malaga airport

I see from the model layout in the departures hall at Malaga airport that the new runway, due to open in 2010, lies in the general direction of Guadalhorce Nature Reserve. This reserve is a favourite haunt of large flocks of migrating birds in spring and autumn. The reserve is located at the estuary of the Guadalhorce river. Unfortunately, the coverage of the model is confined to the airfield boundaries and does not extend as far as the reserve.

Researching the web, I tried to find whether the extended centreline of the new runway will pass directly over the reserve or to one side. I found a reference to an Environmental Impact Statement "Official Gazette of the Spanish State, BOE No. 240, dated 7 October 2003 (pages 36306-36313)" but could not get the actual text.

Does any member of this forum have a copy of this EIS and if so, could he/she post the relevant extract on the forum?

Can anyone on the forum supply information on the proposed arrival and departure procedures for the new runway?

From a very quick read, p36307 has this:
En el área de estudio no se ubica ningún espacio natural protegido
por la Junta de Andalucía. El espacio natural más cercano es la Desem-
bocadura del río Guadalhorce, que ha sido catalogado como Paraje Natural,
situado muy cerca de la zona de estudio, al este de la urbanización Gua-
dalmar. El Plan Especial de Protección del Medio Físico de la provincia
de Málaga, no tiene catalogado dentro del área de estudio ningún espacio
sometido a protección especial integral o especial compatible, únicamente
los llamados Regadíos del Guadalhorce que están sometidos a una pro-
tección cautelar. Según la normativa del propio Plan Especial se incluyen
bajo este tipo de protección «aquellos espacios provinciales con valores
naturalísticos o ambientales muy semejantes a los espacios protegidos y
catalogados, pero que se encuentran sometidos en la actualidad a una
dinámica de usos y ocupaciones del tal complejidad que hace necesario
demorar el establecimiento de un régimen de protección específica hasta
tanto no se encuentre redactado el planeamiento urbanístico adecuado.
El PGOU de Málaga incluye este espacio dentro de la categoría de Suelo
No Urbanizable Protegido Especialmente (SNUPE).
And p36308 says:
Se evitará el tránsito de aeronaves a baja altura sobre el Paraje Natural
Desembocadura del Guadalhorce, donde se dan importantes concentra-
ciones de aves a lo largo de la mayor parte del año.

Hi LH2,
Many thanks for your reply with extracts. I have now obtained full copies of documents 28281-28290 and 36306-36313 which I am working through.

What I would like to do is now is to start a debate/discussion on how the conservation and safety issues might best be addressed through the use of a 'preferential runway' system when the new runway comes into operation.
