Cambodia SSCA PEL Director Kearithy Meas ask bribe money for all license conversion

Cambodia SSCA PEL Director Kearithy Meas ask bribe money for all license conversion

I am pilot in Cambodia, The young first officer name Kearithy Meas who somehow paid to became the new PEL director of the civl aviation authority, He asked all the pilots here to pay him $1,000 for 6 month validation or $5,000 for license conversion, this is crazy and i hope that we can let international pilot community to know and we find a way to punish authority personal like that, it is very dangerous for our aviation industry.

Looking at that image of the BAA Vietnam front office, you'd have to wonder if the briber was undercut by the bribee whereby he was forced to bribe potential license applications. It's the perfect location to see this stuff happen.

BAA Vietnam isn't known for it's honesty or integrity. To see some handshakes when handing over a cheap certificate (possibly fake) wouldn't surprise many of us. Old man Vu kicked this off and no doubt another crook has taken his place. BAA Vietnam can fill their Facebook pages with loads of smiling students but the reality can be very different. It does not surprise me to see this certificate handover between two of the most corrupt countries in SE Asia.

As (nearly) all of the BAA operations full under their European ATO, it is very indicative of just how poor the regulatory oversight is.

Hard to explain the fees quoted by Azof. But, there is a Code of Ethics applicable to Kearithy Meas as per his stated Linkedin position. 5.10.2.2 relating to SSCA examiners. Have to wonder how this fellow can justify the amounts quoted above assuming its USD.

No authority in the planet ask pilot to pay under-table USD$5,000 for license conversion, does anybody know how to report to ICAO please help to give guidance, We need to stop this kind of illegal activities
