Question Validity of Frozen ATPL (DGCA - India)

Hi folks

How does the validty of Frozen ATPL work?
When the CAR says that the exams are valid for a period of 5 years, does that also refer to the validity of the Frozen ATPL? (supposing you do happen to clear all papers and orals).
Or is the 5 years the time frame within which I should be able to pass all exams to get my Frozen ATPL and then from there upgrade to an ATPL when i have the required hours (which can exceed the 5 years)?
