Question DGCA CPL exam doubts

Hi

Just preparing for my DGCA met and regs and have a few doubts. Hope somebody can help

Q:you are cruising at FL200 and OAT is -40 deg. C , sea level pressure is 1033hPa. Calculate the true altitude.

Ans is 19340ft.

I have also come across this formula TA=IA+/-(0.4% of IA).
not sure if its correct.
