Beijing Capital Airlines Contract Sept 2013

those looking into Beijing Capital Airlines us caution about the $1,000 living expense. the airline requires official government invoice for living expenses showing government tax was paid. this is impossible, renters can not get such an invoice from apartment owners.(FaPiao in Chinese) read the details associated with 2013 deal.

Option A

Monthly Fee: US$17,000;

Living Allowance: US$1,500;

Completion Bonus: US$16,000 on the completion of every 12 months on assignment;

Safety Bonus: US$6,000 on completion of 12 months on assignment provided no accident or incident. If there has been an accident or incident, BCA will have the sole discretion to decide whether to pay the safety bonus or whether to prorate it; and

Additional Block Hours over 80 hours per month will be paid at US$300 per hour. If you achieve less than 80 Block Hours per month (pro-rated at the beginning and end of an assignment) and the reason is not due to duty free days, leave due to illness, by reason of compliance with regulations or aircraft safety, then an amount of US$300 per Block Hour less than 80 Block Hours will be deducted from your monthly fee;

Duty Free days - The choice is between 30 duty free days off in Peak season OR 45 duty free days off in Low season - NOT 30 and 45 days. There is some flexibility so that it will be possible to get some days off in Peak season and some in Low season. (1 day in Peak = 1.5 days in Low).

Option B

Monthly Fee: US$16,000;

Living Allowance: US$1,000;

Completion Bonus: US$16,000 on the completion of every 12 months on assignment;

Safety Bonus: US$6,000 on completion of 12 months on assignment provided no accident or incident. If there has been an accident or incident, BCA will have the sole discretion to decide whether to pay the safety bonus or whether to prorate it; and

Additional Block Hours over 80 hours per month will be paid at US$200 per hour. If you achieve less than 80 Block Hours per month (pro-rated at the beginning and end of an assignment) and the reason is not due to duty free days, leave due to illness, by reason of compliance with regulations or aircraft safety, then an amount of US$200 per Block Hour less than 80 Block Hours will be deducted from your monthly fee; and

A pilot on the 6/2 roster will be allowed some flexibility (as provided in your current contracts if you are a Renewed Crew Member, which allows for both Peak and Low season duty free days), but on the basis that each pilot will apply to their Fleet Manager or the relevant departments requesting duty free days ahead of schedule (as is presently the case).

Accrued Duty Free Days

A new provision will allow a pilot, in certain circumstances, to carry over unused duty free days to a new contract assignment period. If a pilot has unused duty free days at the end of their contract assignment period as a result of BCA not providing those duty free days, a portion of these days may be carried over, provided BCA agree and it does not interfere with BCA’s operational requirements. We will update you once we receive further clarification from BCA.

Living Allowance

We requested that BCA pay your living allowance without you having to provide invoices. BCA have advised that their accounting rules require you to provide invoices every 6 months. This will be paid in arrears. For example, at the beginning of a year the January living allowance will be paid with the January monthly fee on the 10thFebruary.

Sick Leave

Paid sick leave will be for 7 days a year. We did put forward a number of alternatives, but these were rejected. BCA have explained that the 7 days has been introduced across the Hainan group and BCA does not have the ability to change this.

Prorating of Benefits

Should you be unable to provide your services due to ill-health or other special reasons, you will be paid your travel allowance, living allowance and safety bonus pro-rated according to your assignment period. The completion bonus will not be pro-rated.

Effect of Resignation on Benefits

Should you resign, all your bonuses and allowances will cease to be paid.

Expenses

If you change the route or accommodation arrangements made by BCA in relation to your Licence, training, currency, medical certificates, SIM checks, physical examinations, visas residence permits and the like, you will be responsible for all related additional expenses incurred such as air tickets, ground transportation, accommodation, simulator and instructors. In this regard we strongly recommend that you do not change any arrangements relating to the above once BCA has made these arrangements.

Flight Time Recording

BCA will be changing the definition of “Block Hours” to include reference to BCA’s prevailing documentation governing the recording of flight time as changed from time to time. At present, BCA have made the following document available - An No. [2010] 614 Recording Standard of Block Hours, or other relevant official documents as updated. We attach hereto a copy of BCA’s Memo referencing BCA’s Flight Recording Standard.

Are there also any possibilities in China for Chinese speaking low hour European pilots with EASA license? I understand that they mainly have a lack of experienced captains but I also read that even though their training capacities operate at full, they still might lack some young pilots. Would knowing the language help anything?

My colleagues at BCA tell me that things used to be ok at BCA but now the management is turning the screw, trying to decrease the terms and conditions.

Things are getting worse and worse there and many are looking at leaving. Also, I understand there are several Americans there about to be recalled by the US majors. This latest contract might make that move quite easy for them.

Also note, BCA are one of the most frequent punishers of their crew, so what it says on the contract is not necessarily what you get!!

And Finally, I have also heard of this attempt to change the definition of BLOCK TIME. make no mistake, this is designed to cheat you out of Block time and hence....MONEY.
