I believe the closest is Dubai. When I had to renew last year, I looked around and couldn't find anyone on this side of the world to do it. Hopefully that has changed in the year since I renewed, but I doubt it. Just little or no demand on this side of the world.
The problem is you have to have both an AFE and a certified sim, and finding that is difficult. Luckily, I had to go to the US anyway, and did it at PanAm in Miami.
