CFI/PII - India

According to the draft on the DGCA website, in order to obtain the CFI/PII rating one would have to fulfil certain requirements which are given in the draft. One of the requirement states that you require minimum 2500hrs/2000hrs solo time to obtain CFI/FII rating respectively. What i am not able to understand is that why and how would someone accumulate close to 2500 hours solo time????? I mean even senior pilots holding FID rank would not have that amount of SOLO time. Until unless the DGCA is referring PIC time as SOLO time, which i think is absolutely contradictory to the defination of SOLO which is specified by them. I would like some senior members to explain to me how is it possiblle and if there is a fault then please write to Mr.Lalit Gupta as he has invited comments against the draft from senior members , and i hope some attention is paid to this so ever confusing state of SOLO and PIC.
