in the circular it clearly states that "However, applicant shall submit the copy of request submitted with Ministry
of Communications & IT Department of Telecommunications (WPC Wing) duly
stamped & clearly indicating date of receipt of documents in the office of Ministry of
Communications & IT Department of Telecommunications (WPC Wing) for the
purpose of issue of direct RTR(A) under the provisions of Memorandum."
But what about the people who submitted the documents through speed post ??

If you have the speed post slip go the indiapost website and take a printout of the delivery of the mail as proof of delivery
Another option is to to their office in person ( carry a photo ID proof with you )
and collect it in person .
Thats what happened with my RT license . They processed the licens and kept it at their office
My friend went to their office to find out about its status .
They told him that they dont have enough manpower to send it to the post office
Your best bet is to go in person and pick it up
