Following are the excerpts from the DGCA circular
Will someone explain why 'except in low visibility' condition is mentioned ?
Is it because work load on the deck is more due to Low Visibility ?
And if so, are the passenger's really going to wait/care for the Captain's approval ?
Provided that the Pilot-in-Command may permit the use of cellular
telephone by the passengers of a flight after the aircraft has landed and
cleared active runway, except when the landing takes place in low visibility

it doesn't make sense to me anyways. it should be in all circumstances, but what i think is in low visibility, you need to hear the taxi instructions even more carefully, and the interference from the cell phone will make it difficult and thus dangerous.
passengers anyways don't listen and its really funny when you land and everyones phones start up to inform relatives that they'll be out in 10 minutes! like it was a life or death situation they couldn't avoid. ha ha.
