Where Is A Good Place To Recruit Vietnamese Pilots For General Aviation Gigs

Hi, hope somebody can help here, the company I work for is looking to position a Gulfstream in HCMC, part of the deal is recruiting locals to crew the aircraft - is there a good place to start looking for qualified guys? The company will pay for TR's.

I have been living in VN since 1994 and can tell you you will not find VN pilots because there is no general aviation there
They send the cadets in France or Australia and they are bond all their life
I remember 3 years ago when 3 senior VN Captain try to leave to Korea and they were stop at the immigration while leaving the countrie
But I will be interested to go back in corporate flying so you can PM me if you need any information
