USD 35k wont be enough in Malaysia as well. Its about RM 250k in Malaysian Flying Academy (MFA) and yeah . . . the only place you'll get CPL/IR flight training is in the Philippines.
But . . . I would SERIOUSLY discourage you from doing so . . . for obvious reasons
