Why Delay in ATC clearance at some airports in India?

Hi all,

I was just wondering why in some airports in India where they dont have any clearance delivery like Vadodara, Ahmedabad, Kolkata etc they wait for you to line up the runway and then give you the clearance.

Many a times i have found that myself and others lining up the runway even without a clearance and the danger is that , the clearance what we get wont be always what is programmed in the FMS? Then we have to go and change the box which will make atleast one pilot get his concentration out of the normal SOP's to do and the other one sitting there not knowing what changes are being made by the other.

Is it mandatory for the controllers to delay the clearance till we line up/backtrack/ enter runway? OR is it just the way they are in India??
