Indian CAR regarding Commuter Airlines

Wonder if somebody could educate me on the rules of operating commuter Airlines/ Aircraft in India. Do they have rules like FAR 135/121 for airlines like we have in the US? If they do, does the 135 operator have breaks, such as in Taxes, Handling and Landing Cost etc. Any and all info would be appreciated or if someone could direct me to the exact CAR, I would be thankful.
