Malaysian DCA no longer following UK CAA Licensing System?

I have been told today that the DCA is longer following the UK CAA Licensing System?

If so, how does the Malaysian system work now as compared to before

Any info is much appreciated

Just get to know someone and have a talk with the person.
They are all reasonable and logical people.
He will help you find a way for you to convert your licence.... if you qualify.

DCA is the regulatory body! How can you privatise the regulator? It's like saying you want to privatise the Malaysian police force.
