The rumor is true. Scheduling the interviews for qualified applicants gets to be a chore these days when everyone is so busy flying , training, going to the simulator, running the office and other things needed to keep the planes off the ground. But just wait. There is a huge backlog for pilots, and if you are qualified, for sure there will be a slot waiting for you. Just keep following up your application.
But you have to be at least qualified to expect a call date. If I remember right, the minimum time is still 1,500 hours total time, preferably with multi-engine rating, instrument rated and a degree holder. I don't know yet the minimums for the ATR fleet but I think its also the same. Its just a matter of how you perform in your interview that will decide where you will be considered.

How about the your License? Do you have to physically have the Philippine license before they consider you? Im still in the process of doin the conversion!

You have to have a valid Philippine license to be considered. I think conversion would only require that you take up the CAR exam.
I don't know about the rules and regulations regarding hiring of expat crew in the Philippines. So far, the only expat pilots I know operating in the Philippines are the pilots of the MD83 of Asian Spirit, but I think they are part of the lease agreement. Sorry about that.
