Who is in control?

I wonder who control the parking position at some smaller Malaysian airports. Is it at the whim and fancy of the airlines personnel?

Here is a picture taken in Sibu (SBW / WBGS). Although some airline don't use aerobridge, they parked ther aircraft at an aerobridge position, therefore denying other airline that use the aerobridge. This happens even when they know in advance that the aerobridge-using airline will be landing shortly, and there are open parking position available.
