Indonesia: No ACMI leasing?

Somebody told me, that the Indonesian CAA does not allow wet-/ACMI leases anymore. Any confirmation for this? If so, what is the reason?

I think AMIs are still allowed... Crew Leasing is not unless it's part of the initial crew coverage of aircraft coming into the fleet.

AFAIK, there has been no ACMIs on part 121 operations since the Mandala and Merpati debacle and Lion's extensive use of expat crews in the past. The last one was Air Paradise's 738 from Transavia... which I heard was in the process of being converted to AMI when Air Paradise ceased ops.

The reason? Knowing the Indo CAA, one can only guess. But ACMI leases (with the exception of Hajj flights) are not favoured by the CAA because it doesn't absorb local pilots. Furthermore, immigration security and flight clearance permit issues for flights to certain areas also pose difficulty. But in the past there have been foreign crew under crew leasing and ACMIs who were alleged to have totally disregarded the CAA rules under which the lessee operate under.

Eg: The Mandala 727 incident was reported to have had the foreign crew swap seats at the time of the incident (1 FE was on one of the front 2 seats with one of the pilots in the F/E seat).

But these are just hearsays...

On Part 135 ops there are still foreign crews, but not on ACMIs.
