CAL upgrades

Hey guys...does CAL upgrade foreign F/O expats. I hear not but I also hear yes. I also heard even if they put in on paper, it will never happen. Whats your take on this. Are there lots of guys doin gthe cummute from Canada to work and also is the EOL bases awarded to everyone who wants it.

On the other hand how is EVA. Is there alot more expats there. Do they upgrade and between the two what would be better.

As far as I heard, they do not provide upgrade for expat f/os.
I hope they open the door more widely for expat f/os soon.
But, I also understand that very difficult open the door to expat f/os as a national air carrier.
